President Donald Trump Signs Congressman David Kustoff’s Identity Theft Bill into Law

WASHINGTON – Congressman David Kustoff (R-TN-08) announced that President Donald Trump signed H.R. 5345, the Improving Social Security’s Service to Victims of Identity Theft Act, into law on October 7, 2026. The bipartisan legislation will provide Social Security identity theft victims with a single point of contact at the Social Security Administration (SSA) until their case is resolved.

“Americans recovering from identity theft should not have to fight through layers of red tape to receive help,” said Congressman David Kustoff. “With President Trump’s signature, victims will have a trained Social Security Administration employee responsible for coordinating their case and seeing it through to resolution. I appreciate President Trump and my colleagues in both chambers for working with me to deliver this commonsense reform and create a more reliable recovery process.”

"The theft of someone's Social Security number can do real damage to that person's life. Cleaning up that mess should not require a call center scavenger hunt or being bounced from one Social Security official to the next. This law fixes that. Under the new law, trained SSA employees serving as points of contact will coordinate with other offices, maintain continuity of case records, and remain accountable until each case is resolved. The law will also apply when a Social Security card is lost in the mail.

Congressman Kustoff introduced H.R. 5345 on September 15, 2025. The House Committee on Ways and Means advanced the bill by a vote of 39–1, and the House passed it by unanimous consent on December 1, 2025.
