I-69 Troy Bypass from South of SR-183 to South of SR-3 (US-51)

Project Recipient: Tennessee Department of Transportation (TDOT)
Location: 505 Deaderick Street, Suite 700, Nashville, TN 37243
Description: The funding would be used to complete a widening of two sections of I-69 called the Troy Bypass, which will allow for connectivity of future I-69 to Kentucky in the north, and I-155 in Dyersburg, Tennessee to the south. The project is an appropriate use of taxpayer funds because I-69 is an integral part of High Priority Corridor 18 across mid-America. Corridor 18 originated with the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), wherein Congress designated certain highway corridors of national significance to be included in the National Highway System. Ultimately, completing construction of I-69 in West Tennessee will allow for safer travel and increased economic opportunity.

West Tennessee Regional Utility Wastewater Infrastructure 

Project Recipient: Tipton County, Tennessee

Description: West Tennessee has the good fortune of being situated within the immediate impact area of the Ford manufacturing automotive campus, Blue Oval City. The $5.6 billion, 3,600-acre Blue Oval campus will result in $1.02 billion in annual earnings and contribute $3.5 billion to Tennessee’s gross state product. Critical to supporting the Blue Oval facility and the impacted surrounding communities is public infrastructure. The necessary infrastructure beyond the project limits needed to sustain economic and population expansion commensurate with this level of investment will be reliant on local communities. Local leaders are currently coordinating with the Megasite Authority of West TN and the TN Department of Environment and Conservation (TDEC) to identify critical wastewater utility infrastructure. A certain amount of funds from the payment-in-lieu-of-taxes (PILOT) incentive awarded to the project have been set aside to support regional infrastructure development. However, under the terms of the PILOT agreement, these payments will not be directed to the development of regional infrastructure until year eleven of the 30-year PILOT, beginning in 2032. In anticipation of forming a West Tennessee Regional Utility Authority to lead these efforts, Tipton County is prepared to initiate the detailed level of evaluation and assessment necessary to specifically quantify the needs, budgets, and institutional requirements to establish a holistic approach to infrastructure investment for the Blue Oval impacted region. To support and further this integral initiative, it is necessary to request $2.5 million for “West Tennessee Regional Utility Infrastructure” within the Interior Appropriations Subcommittee for FY24.

Widening construction of Highway 641 from Howard Road to Kentucky State Line

Project Recipient: Tennessee Department of Transportation (TDOT)
Location: 505 Deaderick Street, Suite 700, Nashville, TN 37243
Description: The funding would be used for four-lane highway construction of US-641 from Paris, TN to the Kentucky State Line. Widening this section of US 641, which is included in the State Transportation Improvement Program, will improve connectivity of Paris, Henry County, Tennessee, to the section of 641 in Kentucky that was awarded a BUILD grant in 2018. The $23M grant awarded to Kentucky widened an approximately 5.7-mile section of US 641 South from a two-lane divided highway to a four-lane divided highway between the Kentucky/Tennessee state line at Hazel, north to the Middle Fork of the Clarks River. Widening US-641 on the Tennessee side would allow for connectivity to the Kentucky portion, four-lane access to an interstate, as well as increased capacity for freight and passenger vehicles.

Snow Removal Equipment (SRE) Building at MEM, Memphis, TN

Project Recipient: Memphis-Shelby County Airport Authority
Location: 2491 Winchester Road, Memphis, TN 38116
Description: Funding would provide for combined Design and Construction (Design-Build) of a Snow Removal Equipment (SRE) Facility for storage of snow removal equipment. This approximately 40,000 Square Foot enclosed facility will include a total of sixteen (16) extra wide (30’) overhead doors, eight (8) 33’ wide x 150’ long tandem storage bays, lighting, and heating/ventilation (without air conditioning) on an approximate 190,000 Square Foot lot. The facility would not only allow for winter season weather protection of the equipment as well as the connection of electrical engine block heaters, it will also allow for off-season (spring, summer, fall) UV projection of the equipment to extend the life of the snow removal equipment. This snow removal equipment is critical to maintaining passenger and cargo operations during winter weather events.

Invasive Carp Barrier Construction at Pickwick Landing

Project Recipient: U.S. Army Corps of Engineers
Location: 850 Carolina Lane, Counce, TN 38326
Description: Requesting full funding for one invasive carp demonstration/deterrent barrier project at Pickwick Landing in Hardin County, Tennessee. This project has been previously authorized under the Water Resources Act of 2020, Section 509(a) Corps of Engineers Asian Carp Prevention Pilot Program, on locks and dams to prevent the movement of invasive carp further into the Tennessee River System. This project completion is critical as invasive carp are devastating the ecosystem and creating negative economic impacts.
Requested Amount: $12,500,000
